Steam DL Speeds- HELP PLEASE

Hey guys

I am currently downloading CoD: Advanced from Steam, and  am only getting about 250 kbps. Can anyone help me? I do not have Windows 8.1 Pro, just normal 8.1, so I can not run gpedit.msc. Thanks for any help you can give!
