I think Survey quest is again bugged. I always have to do it 2-3 times in order to get ARP. Anyone else has the same problem?

Can someone explain me how Community Giveaways work? 1. Do I lose my bid if I don't win? 2. Can we see how much the winners bid? Or all of that a secret info? 3. Does the bid ARP go to the giveaway maker?
