newb question: how can I upgrade artifacts? I have 15 fragments. I want to upgrade Scion of Light. I have it equipped. However, I don't see an "upgrade" button on the artifacts page. What am I missing?

What should be Battle Pass reward priority? Are artifacts worth the ARP or should I just focus on getting the dell rewards/games available in the store.
