The Steam Quests counts time weird. CYOG doesn't work, but the others count fine. Others, however, have reported the exact opposite. How does this work for everyone?

Has anyone encountered this problem? I didn't get two achievements for upgrading artifacts. I currently have seven fully upgraded artifacts, but I haven't received the achievement for five upgraded artifacts and seven upgraded artifacts. Has anyone encountered this problem?
