What criteria are used to select countries for the Overstock Loot Drop? I just don't get it. Many countries aren't included... Countries that aren't included will never get these artifacts. Are the best of the best reserved only for the elite?

Usually it has to do with the country's laws regarding sweepstakes. Sometimes they are banned outright. Other times they require some specialised paperwork which is probably not worth doing for a 2 day loot drop.
