Seen a lot of mentions about the Steam Quest not working. One thing to try is checking if your profile is set to Public.

have not changed anything at my Steam Profile for years. everything is on public, like the side states, but i can not even choose a game and it also does not work for the community quest.

Did you make sure the box was unchecked for the: Always keep my total playtime private

To see if it worked, you'll click sync games, and a dropdown list should show from your Steam games. choose the one your looking to play for the 1 hour and make sure it shows up on steam on the Total play time for that game..
