Do marketplace reduction artifacts apply to blind auctions?
I assume it's not possible, but if I equip my artifacts for the Stanley Excavation for 15% off the game vault, can I bid 15% more in the blind auction?
I'm assuming I can only bid up to the amount of ARP I currently have at the time I bid.

Sadly not. But then again, it is an auction, you're throwing your own skin in the game. Hence why the arp whales do so well (and hopefully drains them so it becomes a more even playing field).
