Because of their recent double game event featuring Warframe & Path of Exile that kept spamming Steam for Pinged Requests prevented Steam Quest Tracking, they went to 1 Steam Quest with an Priced Up ARP temporarily before going back to 3

65 was temporary as Trut_X_ile wrote. Normal is 15 for "choose your own game" and 25 for the other 2 games.
